Steven P. Vairma
Brother Steve Vairma is the Secretary-Treasurer/Principal Executive Officer for Teamsters Local Union No. 455, formerly Local 435, a position he has held since October 1996. Brother Vairma has been a member of Teamsters Local 435 (455) for twenty-seven years. Beginning his employment in the labor movement at Associated Grocers of Colorado, and later employed by Local 435 (455) in January 1982. During his twenty plus years with the Local Union, he has served as Vice President, President, Business Representative, International Representative with Government Affairs, National Warehouse Division Policy Committee, Trustee with Joint Council 3, Western Region Warehouse Director; and IBT/UNITE HERE Employee Representative Vice Council Director.

Andrew A. Marshall
Brother Andy Marshall has years of experience as a leader within the Teamster Organization. Brother Marshall has been the Secretary-Treasure/Executive Principal Officer of Teamsters Local Union No. 104 since September 1997. Brother Marshall began his Teamster career in 1981 at UPS as a part-time employee while attending college. He became a full-time Package Car Driver in 1984 and continued in that position for the next twelve years serving as Shop Steward for many of those years. In January 1995 Brother Marshall was elected to the position of Trustee on the Local Union Executive Board and was then appointed as Executive Board Recording Secretary in the fall of 1996. In October of 1996 he took a leave of absence from UPS to accept a Business Representative position at Local 104 and in January 1997 he was elected to the position of Vice-President on the Local Executive Board. Brother Marshall was appointed to the position of Secretary-Treasurer/Executive Principal Officer by the Local Union Executive Board in September 1997 and has been re-elected to that position for each term since and continues to serve the members of Local 104 as their Secretary-Treasurer/Executive Principal Officer. Brother Marshall has served as the IBT Western Region Parcel and Small Package Division Director since 2003 and prior to that served as the IBT Western Region Warehouse Division Director in 2001 and 2002. He was also a member of the IBT/UPS National Master Negotiating Committee in 1997 and 2002, the IBT Western Region Supplemental Negotiating Committee in 1997 and 2002, is the Co-Chairman of the Western Conference of Teamsters Legal Services Trust Fund and is a Trustee on several Taft-Hartley Pension and Health and Welfare Funds.

Joe Dwyer
Brother Joe Dwyer’s Teamster career began in 1974 when he was initiated as a Great Western Sugar Warehouseman with Local 1064. Elected Vice President of that Local in 1983, he was subsequently appointed President/Executive Principal Officer in 1985. When Local 1064 merged with Local 190 in 1990, Brother Dwyer became a Business Representative and later was elected Trustee. Brother Dwyer was appointed Secretary-Treasurer/Executive Principal Officer of Local 190 in 1996 and has been re-elected each term since and continues serving the membership in that capacity today. He also serves as a Trustee of the Montana Board of Personal Appeals. Brother Dwyer is committed to promoting the rights of working men and women through higher wages, better benefits and welfare, and protecting the right to organize.

Walter R. Maestas
Brother Maestas began his Teamster career at Yellow Freight Systems in Albuquerque, NM, in April 1977. During a Change of Operations in 1980, Yellow moved their break bulk operation to California and Arizona. Having missed the opportunity to move, he began working at both ABF and Roadway. He was hired at ABF in 1980 and then was laid off in 1982 due to a Change of Operations when ABF purchased East Texas Motor Freight. During the time he was on lay-off, Brother Maestas worked again at Yellow as well as at Systems 99. In 1982 when he returned to full time status at ABF, he was elected Steward for the Dock and PUD - a position he held until 1994. Brother Maestas became a Business Agent for Teamsters Local 492 in August, 1996. He initially handled the miscellaneous contracts, then began representing the Freight Industry in 1997. Additionally, he has been an Executive Board member since 2000 serving as Recording Secretary and has participated as a Committee Member for the Union Panel for the Freight (1st level) Grievance Hearings since 1999. In 2000, he was appointed the Recording Secretary for both the PUD Committee and also the OTR Committee at JWAC. In 2001 he became a committee member for both the PUD and OTR committees at JWAC 2nd Level Hearings. Since 2003 he has shared the Chairman position for the Union Panel. .In addition, Brother Maestas was a panel member for the PUD/Dock/Office Negotiations for the 2003-2008 National Master Freight Agreement with regards to the Western Supplement. Tom Monthey
Brother Tom Monthey became a member of Teamsters Local Union No. 222 in 1978, when he went to work for Consolidated Freightways (CF) where he served as Union Steward for fifteen years. Brother Monthey was hired by Local 222 as a Business Representative in 1996 representing the employees of UPS, Praxair, Lanier Brugh, Motor Cargo, Salt Lake Transfer and Ashworth Transfer. He was elected President of the Local in 1999 and served in that capacity until 2004, when he was elected Secretary-Treasurer/Executive Principal Officer. While President he was the Executive Assistant to the Secretary-Treasurer assuming the duties of the daily operation of the Local Union. In addition to his experience negotiating many other Labor Agreements represented by Local 222, he has been appointed to the UPS National (2002, 2008); Western Region (1997, 2002 and 2008) and Joint Council 3 (1997, 2002 and 2008) Negotiating Committees. Brother Monthey also serves as Union Chairman for the Utah-Idaho Teamsters Security Trust Fund and is a Union Trustee on the Utah AGC Security Trust and formerly served on the Executive Council of the Utah Chapter of the AFL-CIO.

Trustee Mark Briggs
After a long career in the Idaho Labor movement that included working for the United Brotherhood of Carpenters, AFL-CIO and the International Brotherhood of Electrical Workers, Brother Briggs found his true passion when he was hired as business agent for Teamsters Local 483 in 2001. He was elected to the office of Recording Secretary, then President and in 2006 was appointed as Secretary-Treasure/Principal Officer; he was elected in 2007 and again in 2010 to the Secretary-Treasurer position. In addition to his duties as the head of Local 483 he is responsible for negotiating and representing thirteen of the locals white paper contracts as a business agent and assists in all organizing efforts when the opportunities arise. Brother Briggs is grateful for the opportunities that have been presented to him by the Teamsters Union and is proud to be serving the members of Joint Council No. 3.
